Main Purpose of Job
This position ensures all appeal data for the Department of Human Resources (DHR), Family Investment Administration (FIA) is entered into the Bureau of Long Term Care (BLTC) Database timely and accurately. The incumbent in this position monitors and follows-up on Corrective Action Requests issued to ensure cases are processed appropriately prior to the Appeal Hearing date; communicates with internal and external customers to assist in the timely communication needed to appeal cases; and supports the Appeals Unit in the time lines and customer service requirements to maintain and provide benefit.
POSITION DUTIES
Inputs current and accurate information into the 257 Database; tracks and monitors start and discharge dates; ensures timely completion of 257 transfers for CoPays, Redet Units and less than 30 day stays for the Special Functions Unit; uploads 257's to Enterprise Content Management System (ECMS); maintains confidential files; ensures all required documents are current and placed in the employee file; performs duties of Security Monitor for BLTC staff including preparing and completion of security forms to add and/or delete staff as required; alerts the Director of contract renewal dates; serves as point of contact for parties responsible for the maintenance of all office equipment including telephones, PCs, scanners, postage meter, fax machine, copiers, etc.; ensures all equipment is operable; responds to requests for repairs, outages and general maintenance; reviews Medicaid Information System (MMIS) for correct span and provider number as requested; follows up with Provider Relations as needed; coordinates BLTC training schedules; works independently and within a team that may include planning, coordinating, disseminating information, etc.; assists the clerical staff with general scanning; and performs other duties as assigned by the Director, Deputy Director and/or State Technical Administrator.
MINIMUM QUALIFICATIONS
Education: Completion of 60 credit hours at an accredited college or university.
Experience: One year of experience in administrative or professional work.
Notes:
1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.
2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess the following:

Knowledge and use of personal computer and network server, i.e. internal database management and reporting, spreadsheets and word processing.

Knowledge of Family Investment Programs including Medical Assistance and Bureau of Long Term Care.

Experience with mainframe computer terminal systems, i.e., Client Automated Resource and Eligibility System (CARES), Maryland Medicaid Information System (MMIS), State Verification Exchange System (SVES), Maryland Automated Benefits System (MABS), Service Access Information Link (SAIL), State Online Query (SLOQ) and Enterprise Content Management System (ECMS) on Base scanner.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS
Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
