Main Purpose of Job

The purpose of this position is to administer all activities and be responsible for processing applications and all activities related to licensure by endorsement for registered nurses and licensed practical nurses. The incumbent independently evaluates more than 3000 applications, matching the application and verifications, and determines eligibility for licensure by endorsement based on standards for endorsement. The position is responsible for communicating with applicants, employers, and other state boards of nursing to facilitate endorsement and resolve problems. This is a high stakes position since errors can allow licensure of a person who does not meet qualifications. The position also evaluates and approves for certification applicants for certification as workman's compensation case managers and sexual assault forensic examiners. This position is responsible for assuring verification of the 1500 requests for licensure data and that is carried out in an efficient, accurate timely manner. Verification data is transmitted to the State Board of Nursing, healthcare facilities, staffing agencies, national credentialing bodies, etc. The position also analyzes licensure data to assure nurses are in compliance with the Multistate Licensure Compact, notifies nurses of discrepancies, corrects licensure information, makes changes in both the licensure database and the national licensure database as required and processes endorsement applications for out-of-state nurses.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have excellent written and oral communications skills, be proficient in MS Office Software (specifically Excel and Access) and have extensive customer service experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
