Introduction

THIS RECRUITMENT IS LIMITED TO PERMANENT AND CONTRACTUAL EMPLOYEES WORKING  WITH THE MARYLAND DEPARTMENT OF THE ENVIRONMENT ONLY.

This is a position specific recruitment within the Maryland Department of the Environment/Land Management Administration.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within the classification must re-apply.

Main Purpose of Job

The primary purpose of these positions are to provide support for the Lead Rental Property Registration Section. The Lead Rental Property Registration receives over 54,000 annual renewals, registrations, and fees from rental property owners each year. This amount is projected to triple in January 2015 due to new legislation. These positions will oversee work flow and procedures to assure the quality, access, and timeless of records and data for use by Maryland Department of the Environment enforcement, Attorney General's office, and Program staff. These positions will performs analysis of historical and current rental information, performs audits and produces receivable documents to collect any fees due the State.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: None

Note:  

1. Candidates may substitute one year of experience in administrative or professional work for the required education, at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies  on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidates have the following:

  • Experience with OLLRR Database (Online Lead Rental Registry);
  • Experience with SDAT Database (State Department of Assessments and Taxation);
  • Experience with MS Access and Word;
  • Experience with Google Drive, Google Sheets and Google Docs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator’s license.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better or  Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
