Introduction

THIS IS A POSITION SPECIFIC RECRUITMENT AND IS LIMITED TO PERMANENT AND CONTRACTUAL EMPLOYEES WORKING WITH THE MARYLAND DEPARTMENT OF THE ENVIRONMENT.  THIS RECRUITMENT WILL BE USED TO FILL CURRENT AND FUTURE VACANCIES FOR THIS POSITION/FUNCTION ONLY.  THE RESULTING ELIGIBLE LIST WILL BE MAINTAINED FOR ONE YEAR.

Main Purpose of Job

The main purpose of this position is to provide administrative work for the Lead Rental Property Registration Section. The Lead Rental Property Registration Section receives over 90,000 annual renewals, registrations, and fees from rental property owners each year.  The position oversees work flow and procedures to assure the quality, access, and timeliness of records and data for use by Maryland Department of the Environment enforcement, Attorney General's office, and Program staff. This position performs analysis of historical and current rental information, performs audits and produces receivable documents to collect any fees due to the State.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this classification.  It is not a totally comprehensive list of duties, nor is it restrictive regarding job assignments:

  • Analyzes files, researches current and historical data, performs audits of owners to ensure payments are correct, creates accounts receivable when payments are  owed, and makes adjustments/corrections when needed.
  • Registers and renew owners of rental properties built before 1978 which will become effective properties in January 2015.  Current population of 90,000 rental owners.  Registration and renewal process includes researching owner history, fees, due, fees paid and history of properties owned and/or acquired.
  • Oversees hotline phone, coverage by section staff for 150 - 600 calls per day to assure accurate, consistent explanations and education to callers seeking to learn owner's or tenants rights and responsibilities under Environment Article 6-801-851 " reduction of lead risk in housing" law.  This requires knowledge and understanding of all lead laws.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: None

Notes:  

1. Candidates may substitute one year of experience in administrative or professional work for the required education, at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies  on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience or education/training in using databases to enter information or locate information that is used to assemble data and to verify data to create and develop tracking systems;
  • One year of data entry experience;
  • Making determination as to accuracy and appropriateness of data prior to entry into a database program;
  • Ensuring that data is complete and perform research via the internet or other sources to gather additional information to ensure accuracy and completeness of data and to verify data;
  • Extracting & compiling data into useable information for reports, and generating custom reports;
  • Analyzing reports generated from databases and making recommendations based on that information;
  • Performing quality checks on analysis of data to track audits;
  • Knowledge of State Department of Assessments and Taxation.

Limited to permanent and contractual employees working with the Maryland Department of the Environment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator’s license.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process. The assessment will be a rating of your education, training and experience related to the requirements of this position. Therefore, it is important that you provide complete and accurate educational and employment information on your application. Successful candidates will be ranked as Best Qualified, Better Qualified and Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees. Education credentials and experience verification will be completed by the Appointing Authority. If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required. Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, education and work experience.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa. All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act. You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
