Introduction

The Maryland Commission on Civil Rights (MCCR) is the agency responsible for enforcement of anti-discrimination and civil rights laws for the State of Maryland.  MCCR is charged with investigating and administratively processing complaints that allege discrimination in employment, housing, public accommodations and the State's commercial non-discrimination policy.

Main Purpose of Job

The main purpose of this position is to implement State Government Title 20 and the Commission's Rules of Procedure through assignments of a variety of Agency functions. The person in this position serves as an Investigator of discrimination complaints; case processing specialist in investigations; intake officer in the main and field offices; and community outreach/public information specialist.

POSITION DUTIES

The Civil Rights Officer III position is responsible for investigating discrimination complaints and negotiating attempts to settle discrimination complaints in housing, employment, and public accommodations.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Two years of professional work experience investigating alleged discrimination complaints and negotiating agreements to settle discrimination complaints in housing, employment and public accommodations based on race, color, ancestry or national origin, religion/creed, sex, marital status, disability, age, sexual orientation, gender identity, genetic information and familial status.

Notes:

1. Candidates may substitute additional professional work experience in human relations, civil rights, legal work, community relations, law enforcement, personnel, counseling or social work involving interviewing, investigating or interrogating others on a year-for-year basis for the required education.

2. Candidates may substitute an additional year of professional work experience in human relations, civil rights, legal work, community relations, law enforcement, personnel, counseling or social work involving interviewing, investigating or interrogating others at the rate of one year for six months of the required experience, or two years for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Legal and Administrative classifications or General Legal and Administrative specialty codes in the Legal field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Two (2) years of experience directly involving one or more of the following: (Please clearly describe these areas on your application)

 

  • Experience conducting Fact Finding Conferences
  • Experience in civil rights issues and/or an undergraduate or graduate degree with legal course work in civil rights, housing discrimination, employment discrimination, public accommodations discrimination, commercial discrimination,  American with Disabilities Act, and Equal Employment Law
  • Experience in legal court room proceedings or alternative dispute resolution issues
  • Demonstrated experience analyzing and interpreting Title 20 of the State Government Article of the Annotated Code of Maryland, Title VII of the Civil Rights Act of 1964, Title VIII of the Civil Rights Act of 1968 (Fair Housing Act) and/or Title 19 of the State Government Article of the Annotated Code of Maryland
  • Experience in analyzing, identifying, and resolving issues pertaining to accessibility specifically in the areas of housing and public accommodations
  • Excellent written and verbal foreign language skills (preferably Spanish)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
