Main Purpose of Job

Implement State Government Title 20 and the Commission's Rules of Procedure through assignments of a variety of functions. This position serves as an Investigator of discrimination complaints; case processing specialist in investigations, intake officer in the main field offices; and community outreach/public information specialist.

POSITION DUTIES

The Civil Rights Officer II position is responsible for investigating discrimination complaints and negotiating attempts to settle discrimination complaints in housing, employment, and public accommodations.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university.

Experience:  One year of professional work experience investigating alleged discrimination complaints and negotiating agreements to settle discrimination complaints in housing, employment and public accommodations based on race, color, national origin, religion, sex, marital status, disability, age and sexual orientation.

Notes:

1. Candidates may substitute additional professional work experience in human relations, civil rights, legal work, community relations, law enforcement, personnel, counseling or social services work involving interviewing, investigating or interrogating others on a year-for-year basis for the required education.

2. Candidates may substitute an additional year of general professional work experience in human relations, civil rights, legal work, community relations, law enforcement, personnel, counseling or social work for six months of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Legal and Administrative classifications or General Legal and Administrative specialty codes in the Legal field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • One year of experience directly involved one or more of the following:
    • Civil Rights Issues
    • Legal / Court Room Proceedings
    • Alternative Dispute Resolution
    • Accessibility Issues
    • Housing Discrimination Issues
  • Undergraduate or Graduate Degree with legal course work in Civil Rights, Housing, Discrimination, Americans with Disabilities Act, and Equal Employment Law
  • Proficient in Spanish
  • Proficient in Legal writing

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.
