Main Purpose of Job

This regional management level position provides direction to the Regional Quality Enhancement (QE) Team in support of the DDA's mission to assure the full participation of individuals with developmental disabilities and their families in all aspects of community life and the promotion of quality supports and services necessary to foster their personal growth, independence and productivity. This position is responsible for the regional analysis of data gathered through various quality assurance assessments, review of incidents, and individual plan and service reviews. In addition, the Regional QE program team provides technical assistance to address systemic problems that focus on enhancing individual's lives and improving the quality of services provided by the community agencies within the region. This position requires extensive coordination with the individuals receiving services, families, advocates, the provider community, Office of Health Care Quality, other community agencies and the general public. The Regional QE program is designed to assure that health, safety and the rights of participants are safeguarded, outcomes are achieved and quality services are delivered. DDA's services operate under authority of the Centers for Medicare and Medical Services (CMS) Home and Community Based Waiver Program. The Regional QE program is responsible for reporting on the performance measures for the DDA's Community Pathways Waiver and the TCM CCS QA Waiver report within their region on a quarterly and annual basis. In conjunction with the Regional Provider Relations program the QE program is also responsible for ensuring that community providers meet designated standards and achieve identified outcomes.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional work related to treatment and development of developmentally disabled clients, and two years of which must have been at the managerial or supervisory level.

Notes: 1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should be familiar with the Maryland Medicaid Waiver, CMS Community Rule, Person Centered Planning and the DDA Policy on Reportable Incidents and Investigations.
