Main Purpose of Job

The Alcohol and Drug Professional Counselor-Provisional is an entry-level position. The employee will learn how to provide counseling for youth with substance use and complex mental health problems.

POSITION DUTIES

The Alcohol and Drug Professional Counselor-Provisional is a entry-level position within the Behavioral Health Services unit. The incumbent will learn how to provide counseling to youth who require complex mental health and behavioral services. The Alcohol and Drug Professional Counselor-Provisional employee will conduct admission of youth into the Certified Substance Abuse Treatment Programs, including treatment screening procedures. The position will entail providing holistic wrap-around services such as treatment planning, counseling, case management, crisis intervention, and youth education related to substance abuse.  The Alcohol and Drug Professional Counselor-Provisional will be responsible for referral of services, recordkeeping, and consulting with other mental health professionals to assure comprehensive quality care for the youth.

MINIMUM QUALIFICATIONS

Education: A master’s or doctoral degree in a health or human services counseling field from an accredited college or university approved by the Board of Professional Counselors and Therapists or completion of a program of studies judged by the Board to be substantially equivalent in subject matter and training.

Experience: None.

DESIRED OR PREFERRED QUALIFICATIONS

Candidates who have at least one year of experience working with juveniles are desired

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.07, candidates placed in this classification must apply for and receive a letter of authorization to practice as a trainee from the Board of Professional Counselors and Therapists within 90 days of their date of hire.

2. Employees must successfully obtain certification or licensure from the Board of Professional Counselors and Therapists as either a Certified Professional Counselor-Alcohol and Drug or a Licensed Clinical Alcohol and Drug Counselor within one year of meeting the experience requirements for Certified Professional Counselor-Alcohol and Drug.

3. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification are subject to substance abuse testing in 
accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

The Certified Eligible list will be used by the hiring agency to select employees. BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
