Main Purpose of Job

Screen foster children for established benefits or eligibility to receive Supplemental Security Income (SSI) or Social Security Administration (SSA) benefits; request State Verification Exchange System (SVES) clearances to search for established benefits. Submit a referral to the contracted agency (Maximus) to file for Social Security benefits if child is assessed to meet criteria of potential eligibility. Consult with child's social worker for their professional assessment of child's functional ability, goals and needs. Technical knowledge is necessary to utilize the most appropriate language in the application process to assist in expediting the application and for continued monitoring and maintenance of appropriate benefits. Complete referral of application for SSI for the potentially eligible child. This entails review of child's medical or mental health disability, history of receiving educational or therapeutic services, the child's functional level and requirements, along with the need for specialized placement due to disabilities. Complete documentation to apply for Representative Payee status on behalf of children with established SSI or SSA benefits upon their commitment into foster care. Assist in the maintenance of benefits once established. Educate staff regarding the most current SSA and SSI eligibility benefits and factors in relation to the application process and financial role in out-of-home placement and its correlation to the child and their responsibility as the Social Worker. Maintain all SSA/SSI benefits by reviewing all communications from SSA and the contracted agent (Maximus) regarding changes in benefit amounts and/or overpayments/reimbursements. Coordinate and share information with agency Finance office regarding newly awarded benefits, as well as, reimbursement/overpayment issues.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: One year of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Applicants may substitute education at the graduate level at an accredited college or university in a human services related field at the rate of 30 semester hours per year for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

One year experience determining Medicaid, Medicare, Supplemental Security Income, Social Security Administration eligibility and determinations.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
