Main Purpose of Job

This position will assist the Election Director in conducting elections in compliance with federal, State, and local laws, regulations and statues.  Incumbent will assist in the preparation and administration of the Washington County Board of Elections budget.  Incumbent will assist in strategic planning as increased voter registration impacts equipment, polling places, election workers, storage, training, ballots, and staffing.

POSITION DUTIES

Assist the Election Director in all aspects of conducting elections in Washington County to include: voter registration and registry maintenance; absentee balloting; candidate filing; ballot preparation and proofing; voting equipment maintenance; allocation and site delivery; acquisition and staffing of polling places; training of election workers; demonstration of voting equipment; and monthly and post election audits. Assumes the duties and functions with authority in the absence of the Election Director.

Responsible for personnel activities to include: understanding and monitoring of the Statewide Personnel System (SPS) to include Workday and the Hub; correct use and recording of time-off, leave time, and accumulated leave; completion and timely submission of all required paperwork for county payroll, and biannual staff evaluations.

Supervise directly and through subordinate supervisors, election staff, county employees, election workers, and volunteers. Assist in the training of full-time office staff and other support staff in the full range of specialized work following prescribed office procedures. Establish and maintain effective and necessary working relationships with employees, general public, and elected officials. 

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  Four years of experience applying federal, State and local election laws and regulations applicable to conducting elections.

Notes:

1. Specialized clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of one year for each six months of the required election office experience. Specialized clerical experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

2. General clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of two years for each six months of the required election office experience. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

3. College courses from an accredited college or university may be substituted for the required experience at the rate of thirty credit hours for each year of experience.

4. Additional experience applying election laws, rules and procedures in a local election office may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience supervising support staff and conducting performance evaluations.

2. Experience training adults in a classroom setting.

3. Experience preparing and administering a financial budget for an office or corporation.

4. Ability to multi-task.

5. Possession of a Bachelors Degree from an accredited college or university.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require travel. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, 2-207(d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
