Main Purpose of Job

This is an advanced level administrative support position performing specialized administrative tasks involving scheduling and docketing the full range of disciplinary appeal hearings for the Department of Public Safety & Correctional Services before the Correctional Officer Bill of Rights' (COBR) Hearing Board. This position regularly reviews disciplinary appeals and schedules cases in four (4) Hearing Board locations throughout the State of Maryland, routinely verifies the COBR Board eligibility through the random selection and discipline verification process and creates and distributes hearing notices in a timely manner. Receives, reviews and processes all COBR hearing case correspondence and telephonic communications. This position is responsible for the ensurance and endorsement of subpoenas upon approval of the COBR Board Chair. This position also serves as the Postponement Clerk and is responsible for fully managing postponement requests and processing them upon approval of the COBR Board Chair. This position consistently maintains and updates official case file documentation, and forms; the electronic calendar; the scheduling database; and electronic correspondence for accurate and current case status review. This position closes each official case file in accordance with the guidelines set forth for each disposition. Prepares the Certificate of Record for Circuit Court appeals.

POSITION DUTIES

Performing a variety of administrative and clerical duties requiring independent judgment to enhance an efficient docket scheduling operation.

Preparing and maintaining the docket calendar and case scheduling system and scheduling cases for administrative hearings.

Maintaining electronic and physical records of all information, including dispositions, when a case is completed.

Responding to inquiries regarding hearing board appearances, hearing dates, postponements and subpoenas.

Preparing, assembling, and issuing subpoenas.

Interpreting docket procedures or official correspondence to parties in cases.

Searching files and providing information to witnesses, attorneys, and management.

Following procedures to secure facilities for administrative hearings.

Organizing and maintaining case files; making appropriate entries in files; date and time stamping various documents; submitting files for signature; and ensuring the smooth flow of files through the court or administrative hearing system.

Auditing files for accuracy.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years performing secretarial or clerical work involving typing duties.

Notes

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

 2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience.  

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered. Include clear and specific information on your application regarding your qualifications.

Six months of experience in docket operations in the criminal justice or administrative hearing systems.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

Experience preparing, assembling, and issuing summonses and subpoenas.

Experience interpreting docket procedures with hearing officers.

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a typewriter or keyboard on a personal computer, computer terminal or work processor at a minimum of forty words per minute may be required, depending on the specific requirements of the position.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
