Introduction

Maryland Department of Planning is recruiting for the position of Resource Conservation Planner  (Planner IV) in the Resource Conservation Unit.

Main Purpose of Job

The Resource Conservation Planner supports the Department's responsibilities in resource conservation and management, including environmental planning, water resource management, Chesapeake Bay restoration, and climate change issues. This position works with other staff in the Dept. of Planning, other State agencies, local governments, federal agencies, various stakeholders and the public toward achieving State and Department growth and environmental goals.

The Resource Conservation Planner provides technical and policy assistance to local governments and citizens on water resource management issues, such as the Septics Law (Sustainable Growth and Agricultural Preservation Act of 2012), and administers the Patuxent River Commission, which requires development and implementation of workplans for the Commission and its workgroups. In addition, the Resource Conservation Planner provides staff support and frequent interactions with sister agencies to ensure that Departmental and local government concerns are addressed.  As needed, the Resource Conservation Planner will complete other planning projects, such as those in support of the Maryland Sustainable Growth Commission.

POSITION DUTIES

Administers the Patuxent River Commission and provides technical and policy assistance to local governments and citizens on water resource management. Activities include, but are not limited to the following:  

Septics Law Implementation – as directed, support Agency implementation of the Septics Law (SB236); answer policy questions from local government and other stakeholders; ensure Agency goals and priorities related to the Septics Law are achieved; and coordinate with Planning Data & Research staff to provide technical assistance to local governments.  

Patuxent River Commission Administration – as directed, and in collaboration with the Manager of Resource Conservation & Management, work with the Chair and Vice-Chair of the Patuxent River Commission to develop agendas and an annual action plan, obtain presenters, ensure appointments are filled, orient new Commissioners, set-up and administer workgroups, complete biennial reports, and ensure successful and efficient implementation of the Patuxent River Policy Plan.  

Chesapeake Bay and Climate Change Initiatives – provide staff support for the Maryland Department of Planning's participation in the Chesapeake Bay-related meetings at the federal, State, local and interstate levels; assist with selected projects that support the Maryland Department of Planning (MDP) or local government growth and environmental goals, such as integrating land use planning and smart growth with water resource protection and Chesapeake Bay restoration; promote the use of Agency data, analyses and forecasts by sister agencies and the federal government in the Chesapeake Bay restoration effort.  

Climate Change mitigation and Adaptation – as directed, provide staff support for MDP’s participation in the Maryland Climate Change Commission and other State agencies' climate change initiatives; assist with tracking and facilitating MDP’s implementation of land use sector strategies and policies related to climate change mitigation and adaptation; and provide outreach to sister agencies and local governments on climate change and incorporation in local plans.

A strong environmental planning background is essential along with knowledge of local and State governmental regulations. Excellent analytical and research skills required, particularly in the area of environmental policy and practice. Ability to learn quickly, retain information, manage multiple projects simultaneously, and be efficient and productive with minimal supervision.

MINIMUM QUALIFICATIONS

Education:  Possession of a Bachelor’s degree from an accredited college or university in Planning. 

Experience: Three years of experience in planning.

Candidates may substitute a Bachelor’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs and one additional year of experience in planning for the required education.

 2. Candidates may substitute a Master’s degree from an accredited college or university in Planning for two years of the required experience.

 3. Candidates may substitute a Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs and one additional year in planning for the required degree in Planning.

 4. Candidates may substitute an additional Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs for one year of the required experience.

 5. Candidates may substitute a Ph.D. from an accredited college or university in Planning, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs for one year of the required experience.

 6. Candidates may substitute a Ph.D. from an accredited college or university in Planning for the required education and two years of the required experience.

7. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect classifications or Logistics, Urban Planning, Architect specialty codes in the Architect field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Two years experience in one or more of the following:

Experience working with State and/or Local government agencies on environmental regulations or programs;

Experience conducting meetings with various individuals and agencies, with strong client relations skills.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
