Main Purpose of Job

The main purposes of this job are to review and comment on local plans and provide technical assistance to Central and Southern Maryland (Anne Arundel, Calvert, Charles, Prince George's and St. Mary's counties), and to all municipalities lying therein. Technical assistance includes helping local governments to meet requirements and explaining general provisions of State planning laws, and answering specific technical assistance requests. The regional planner provides review and comment on a variety of planning documents such as comprehensive plans, zoning ordinances and water/sewerage plans, and other local planning documents. This position coordinates State agencies' required comprehensive plan review and comment activities to influence and guide comprehensive and regional planning, land use, development, economic growth, zoning, land subdivision, agricultural preservation, natural resources protection, revitalization/redevelopment, Smart Growth and neighborhood conservation. This position also coordinates with the Department's initiatives and programs related to education and training. The education and training duties require coordinating with other Department staff, State agency staff and other providers of planning education and training in the state.

POSITION DUTIES

Regional Planning/Technical Assistance – review, comment, and assist municipal and county governments of Anne Arundel County and Southern Maryland to develop and implement long-range planning, zoning and other programs in promoting best planning practices, mixed use development, redevelopment and natural resource protection consistent with State law and policy. Assist governments to meet requirements of annexation law, the comprehensive plan and other local planning functions. Duties include providing or coordinating State agencies’ assistance to local governments on grant preparation and technical studies, giving presentations, and providing guidance and limited assistance in preparing comprehensive land use plans, zoning and other ordinances. Also involves review and comment concerning comprehensive plans, zoning ordinances, subdivision/development ordinances, water/sewerage amendments and presentation of constructive comments to local jurisdictions.        

Education and Training Coordination – Promote sound local planning practices by coordinating and conducting training seminars, workshops and conferences both regionally and statewide. Assist the Manager of Local Assistance and Training in carrying out an expanded mission for the Department.  This will include but is not limited to identifying partnering organizations, surveying and otherwise determining education and training needs in the state, updating existing Department offerings such as the Planning Commissioner Training Course and developing new materials and programs.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Planning. 

Experience: Three years of experience in planning.

Candidates may substitute a Bachelor’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs and one additional year of experience in planning for the required education.

 2. Candidates may substitute a Master’s degree from an accredited college or university in Planning for two years of the required experience.

 3. Candidates may substitute a Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs and one additional year in planning for the required degree in Planning.

 4. Candidates may substitute an additional Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs for one year of the required experience.

 5. Candidates may substitute a Ph.D. from an accredited college or university in Planning, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs for one year of the required experience.

 6. Candidates may substitute a Ph.D. from an accredited college or university in Planning for the required education and two years of the required experience.

7. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect classifications or Logistics, Urban Planning, Architect specialty codes in the Architect field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience with one or more of the following:

Experience administering and/or managing local planning projects and initiatives.

Coordinating with local planning organizations and other outside entities in providing technical assistance and education.

Good communication and organizational skills that would foster maximum productivity and performance with minimal supervision are also required.
