This is a position specific recruitment in which the Maryland Department of the Environment/Air & Radiation Management Administration.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within the classification must re-apply.

Main Purpose of Job

This position manages a section within the Radiation Machines Division responsible for processing certification inspections performed by private inspectors licensed by the State of Maryland including radiation producing machines at non-dental, non-veterinary and non-mammography facilities. This position supervises and directs staff who handles new radiation machine facility registrations, facility cancellations, the renewal of existing facility registrations, and service registrations. This position is responsible for the State licensing of potential applicants who want to perform State certification inspections. The position assists the Division Chief in developing new technical procedures and program initiatives. This position also supervises all investigations and escalated enforcement cases referred to the Office of the Attorney General. As a result this position evaluates the program effectiveness for all types of radiation producing machines from dental x-ray equipment to complex linear accelerators. The position is also responsible for assembling statistical reports such as Turnaround Times, Exceptions Report, and the Penalty Tracking.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in the classification.  If is  not a total comprehensive list of duties, nor is it restrictive regarding job assignments:

  • Oversees the processing of certification inspection reports generated by private inspections licensed by the State.  Oversees facility registration, cancellation, registration renewal process for facilities with radiation machines, and service registrations;
  • Supervises Health Physicists in this section and conducts their performance evaluations.  Reviews time sheets, leave cards, travel requests, etc.;
  • Oversees training opportunities for the permit writers in this section.  Generates turnaround times for Managing Maryland for Results, Exceptions Report, and Penalty Tracking;
  • Oversees investigations and escalated enforcement cases referred through the Division Chief to the Office of the Attorney General.  Supervises all investigations into radiation related compliance problems In response to inspections or complaints received by the Department.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university with a minimum of 30 credits in mathematical, physical or biological sciences.

Experience: Five years of experience in the recognition, evaluation and control of radiological hazards.

Notes:

 1. Candidates may substitute additional experience in the recognition, evaluation and control of radiological hazards to employees and the general public on a year-for-year basis for required education.

 2. Candidates may substitute a Doctorate in health physics, nuclear physics, radiation management or other related field of radiological health from an accredited college or university for three of the required years of experience.

 3. Candidates may substitute a Master's degree in radiation safety, radiological health, health physics, or a related radiation control field from an accredited college or university for two years of the required experience.

 4. Candidates may substitute a Master's degree in mathematical, biological, or physical science for one year of the required experience.

 5. Candidates may substitute a Bachelor's degree in radiation safety, radiological health, health physics or a related radiation control field for one year of the required experience.

6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health and Medical Physicist classifications or Health and Medical Physicist specialty codes in the Physicist field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected incumbent possess the following:

A Bachelor's Degree in a mathematical, physical or biological science

Experience with supervising employees in a technical setting or experience with project management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
