Main Purpose of Job

The position provides the full performance level of work preparing, presenting and executing budgets for the Child Welfare division. Responsibilities include monthly monitoring of accounts receivable and expenditures to ensure no deficit spending. This position performs budgetary review; general accounting and monitoring of budgetary reports; auditing and implementing and using automated systems such as Financial Management Information Systems (FMIS), Automated Financial Systems (AFS), Client Information System (CIS)/  Client Automated Resources
Eligibility System (CARES), and Maryland Children’s Electronic Social Services Information Exchange MD (CHESSIE).

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: Three years of experience in budget preparation, presentation and execution.

Note:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
