Main Purpose of Job

The Budget Analyst Trainee will be trained to prepare budget requests in accordance with the guidelines and other information that becomes available subsequent to the issuance of the guidelines, (i.e. inflation adjustments, changes in cost or allowance levels, CPS adjustments, deficiency appropriations, etc.). The employee is responsible for learning and comprehending the Budget Development, Negotiation and Execution. In addition this position will learn to facilitate the proper recording and tracking of all regular and contractual positions within the Department of Human Resources (DHR). This position also will learn to facilitate the review, submission and tracking of all hiring requests made by the Department to the Department of Budget and Management.

POSITION DUTIES

Track and modify both personnel and budge records in the Hands-on-Budgeting Office (HOBO) and the Statewide Personnel System (SPS).

Monitor personnel status of agencies within the Department according to specific funding rules, procedures and requirements.

Review and certify funding of all new hire requests per statewide hiring/freeze policy Certify personnel documentation from Human Resources Training and Development (HRDT) and the Accounts Payable Divisions.

Provide assistance and direction in the technical operation, retrieval and preparation of the computerized data files, printed copies of the numerical request.

Prepare balance sheet items utilizing current expenditure reports to ensure accuracy and reliability and reliability and to project departmental fiscal resources.

Perform other duties as required.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university.

Experience: None

Note:

1. Candidates may substitute experience in budget preparation, presentation and execution at the rate of one year of experience for one year of education for the required college education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
