Main Purpose of Job

The primary function of this position is to serve as the Supervisor for Asset Management's Inventory Coordinators. The incumbent in this position coordinates, oversees and assists in the acquisition, relocation, disposal of furniture and equipment for the Department of Human Resources (DHR) and the 24 Local Departments of Social Services (LDSS).

POSITION DUTIES

Supervises the control, care, maintenance and security of property at DHR Central in compliance with both the Department of General Services (DGS) and DHR's Inventory Control Manuals; oversees and assists the LDSS in developing sound inventory practices including documents for the Policies and Procedure Manuals; oversees and conducts site visits to assist local departments and DHR Administrations with physical inventories; oversees and conducts inventories in accordance with State, Federal and Departmental requirements and regulations; attends and conducts meetings with inventory coordinator's from each DHR Administration and Accountable Officer in the local department's; produces and reviews regular reports for distribution; maintains the Asset Management Software System for DHR's inventory control; and makes recommendations to the Administrator of Asset Management regarding improvements in the inventory process.

Generates reports for the monthly measuring of asset acquisition, excess property disposals and transfers; provides yearly inventory reports for DGS and Excess Reports; manages and oversees the restocking of shelves, storing surplus supplies, physical inventory, maintains motorized equipment, and conducts periodic cycle counting; oversees and assists in filling of supply requisitions, verifies authorized signatures, returns damaged or incorrect merchandise, and prepares internal paperwork and documentation; conducts and sets up furniture relocations; receives and delivers incoming furniture, computer equipment and supplies for DHR Headquarters; and provides assistance in the completion of special projects as assigned by the Asset Management Supervisor and/or Administrator.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years supervisory experience in general services functions, office administration activities or in the receiving, storing, issuance, purchase or requisition of equipment, materials, and parts and supplies.

1. Additional experience in general services functions, office administration activities or in the receiving, storing, issuance, purchase or requisition of equipment, materials, and parts and supplies may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in logistics specialist classifications or administrative support specialty codes in the logistics field of work, on a year-for-year basis for the required experience.

The ideal candidate will possess the following:

·  Excellent written and oral communication skills.

·  Ability to work independently, under a variety of conditions.

·  Experience working/coordinating successfully and diplomatically on complex projects involving multiple partners and objectives.

·  Ability to prioritize and handle multiple projects simultaneously.

·  Experience with researching, analyzing and reporting information.

·  Ability to prepare information in multiple formats, including graphs, tables and spreadsheets, often with a very short turnaround time.

·  Exceptional computer skills (including MS Word, MS Excel, & PowerPoint).

·  Ability to quickly and successfully navigate unfamiliar programs.

·  Ability to troubleshoot basic computer issues without IT support.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
