Main Purpose of Job
POSITION DUTIES
Reviews for substance and accuracy, and processes procurement transactions, solicitations to 'Request for Proposals' for multiple Departments and Units in the Department of Human Resources, with the implementation of their programs and services in accordance with COMAR Title 21 Regulations and DHR, DGS and DoIT Procurement Policy and Procedures, and the General Accounting Divisions Corporate Purchasing Card Program Policies and Procedures.
Advises and instructs all of the Department of Human Resources Central Administration Units and all 24 local Departments of Social Services staff to accurately prepare solicitations to 'Request for Proposals, contracts (competitively and non-competitively bid) contract amendments, contract renewals, grant agreements (competitively and non-competitively bid), Inter- Governmental / Inter-Agency Agreements, Memorandums of Agreement / Memorandums of Understanding, master contracts procurements, commodity purchases and copier purchases to assist them with the implementation of their programs and services by obtaining best value contracts for DHR through the use of the competitive and non-competitive procurement processes in accordance with COMAR Title 21 Regulations and DHR, DGS and DoIT Procurement Policy and Procedures, and the General Accounting Divisions Corporate Purchasing Card Program Policies and Procedures.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s Degree from an accredited college or university.
Experience: None
Notes:
1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year for year basis for up to four years of the required education.
2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required education.
3. Candidates may substitute any of the following written certifications, obtained through passing an examination for the required education: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting and Industrial Management classifications or Contracting and Industrial Management specialty codes in the Procurement field of work on a year-for-year basis for the required education.

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
