Main Purpose of Job

The Department of Natural Resources, Chesapeake and Coastal Service (CCS), Management and Budget Office in Annapolis, Maryland is currently accepting applications for an Agency Grants Specialist Supervisor. CCS is seeking an enthusiastic individual to oversee, monitor and track federal funds in CCS. The position is responsible for review and approval of expenditures for federal reimbursement requests in accordance with federal and State regulations; for review and approval of CCS invoices and match; for review, approval and reconciliation of expenditures and encumbrances; for set up and maintenance of tracking spreadsheets; for development of expenditure and revenue estimates to assist with management of CCS appropriation; and for providing supervision, training and oversight to fiscal staff to ensure that CCS funds are effectively managed.

MINIMUM QUALIFICATIONS

For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.htm with the application.

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Five years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience.

2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classification or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

 Experience in the administration of federal grants/awards including preparation of federal reimbursement requests and working with the Department of Commerce Grants Online System is preferred.

Strong familiarity including at least three years of work with MS Excel is preferred.

Previous supervisory experience of administrative/fiscal staff including at least two years is preferred.
