Main Purpose of Job

The main purpose of this position is to coordinate and monitor the Infectious Disease Epidemiology and Outbreak Response Bureau's (IDEORB) Epidemiology and Laboratory Capacity for Infectious Diseases (ELC) and Emerging Infectious Diseases (EIP) grants and related fiscal activities with general supervision from the Chief of the Center for Zoonotic and Vector borne diseases. These are both fiscally complex federal cooperative agreements with multiple project and budget periods; sub-grantees include other DHMH administrations, state agencies and academic partners that support required infectious disease activities with diverse outcome measures. The person in this position has frequent interactions with various internal and external public health programs in order to compile, review and process grant applications; review, approve, and track grant expenditures; review or complete and submit required reports; make budget projections; provide direction or information to program staff and sub-grantees; and serve as a liaison with PHPA's Office of Budget and Management.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience.

2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classification or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have experience managing grants, including budget experience. The successful candidate should have excellent oral and written communication skills and excellent organizational skills.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
