This is a position specific recruitment for the Department of Public Safety & Correctional Services (DPSCS). The resulting eligible list will be used to fill current and future recruitments. Applicants certified to this list will remain eligible for one year.

Main Purpose of Job

This position supervises program staff of correctional hearing officers assigned daily to conduct inmate disciplinary hearings in the Department facilities. Evaluates the work performance of employees supervised. Evaluates and determines hearing officer and Department staff compliance with agency and Department policy, directives, and regulations. Assigns daily duties and tasks to the employees supervised. Discusses with employees supervised regarding work performance and daily duty assignments. Interprets agency policy, directives, and regulations for employees supervised, managing officials, program managers, facility staff, and inmates of the Department. Provide program documents and records to employees supervised, managing officials, program managers, facility staff, and inmates and Office of the Attorney General, State's Attorney Office, Public Defenders Office, Office of Administrative Hearings, Inmate Grievance Office, and law enforcement agencies or requests submitted under the Public Information Act. Appears at the Office of Administrative Hearings to represent the agency at scheduled Inmate Grievance Office inmate appeal hearings. Consults with and seek advice, instruction, assignments, and direction from the Director of Programs and Services. Consults with and seeks advice and direction from the Office of the Attorney General. Investigates managing officials and facility staff concerns or inmate complaints and appeals regarding inmate disciplinary proceedings or appeals of hearing officer decisions. Drafts agency and Department policy, directives and regulations for review and approval by the Director of Programs and Services. Drafts memorandums and correspondence for the Director of Programs and Services.

POSITION DUTIES

Some of the duties for this position include:

  • Consult with and seek advice and direction from the Office of the Attorney General
  • Consult with and seek advice, instruction, assignments and direction from the Director of Programs and Services
  • Interpret agency policy, directives and regulations for hearing officers, managing officials, program managers, facility staff and inmates of the Department
  • Appear at the Office of Administrative Hearings to represent the agency at scheduled Inmate Grievance Office inmate appeal hearings
  • Draft Department and agency policy, directives and regulations for review and approval by the Director of Programs and Services

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in criminal justice, psychology, sociology or a related field.

Experience: Three years of experience scheduling and conducting inmate disciplinary hearings in a correctional setting.

Notes:

1. Candidates may substitute completion of high school or high school equivalency certificate and additional experience counseling or supervising adult inmates in a correctional setting on a year-for year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in correctional institutional specialty codes in the criminal justice field of work at a rate of two years of military experience for the required experience.

3.  Candidates may substitute six years of experience counseling, supervising adult inmates in a correctional setting involving inmate compliance with institutional rules and regulations or three years of experience conducting compliance investigations or evidential hearings in a correctional setting for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience responding to offenders appeals of adjustment hearings.

One year of experience conducting audits of the disciplinary process at correctional facilities.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates for positions in this classification will be subject to a background investigation per the Department of Public Safety and Corrections, Code of Maryland Regulations, 12.10.01.05, Background and Criminal History Investigations.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
