Main Purpose of Job

This position is the full performance level of work that is responsible for the inspection and investigation functions of the Office of Controlled Substances Administration. This position participates in the Administration's mission critical activities to protect the citizens of Maryland by conducting inspections and investigations of pharmacies, drug manufacturers, drug distributors, and State's narcotic treatment (methadone) programs, and authorized individuals who prescribe, including physicians, dentists, veterinarians, nurse practitioners, physician assistants, podiatrists, and researcher to determine compliance with State and federal regulations, laws and policies. This position gives priority to pharmacy inspections, audits and investigations.   Additional mission critical activities include: joint federal-state investigations with U.S Drug Enforcement Administration and the U.D Food and Drug Administration, special drug division investigations, drug inventory reviews and social assignment referred from professional licensing boards (e.g. Board of Pharmacy, Board of Physicians, etc.). This position also provides administrative support and expertise to the Director and Deputy Director as needed.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited School of Pharmacy with a doctorate in Pharmacy (PharmD).

Experience: One year of clinical pharmacy experience as a Registered Pharmacist.

Notes:

1. Candidates may substitute four additional years of clinical experience as a Registered Pharmacist for the required education.

2. Experience gained during a formal residency program may be applied to the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Pharmacist classifications or Pharmacist specialty codes in the Pharmacist field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

One year of experience as a Registered Pharmacist must have involved practice in retail pharmacy, using knowledge and expertise to dispense controlled dangerous substances (CDS) from valid prescriptions written by practitioners for a legitimate medical purpose OR one year of experience must have involved performance of regulatory and/or criminal inspections and investigations related to federal and state CDS statutes and regulations.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have thorough knowledge of Maryland and Federal statutes, regulations and policies that regulate the prescribing, dispensing, administering, distributing and manufacturing of controlled dangerous substances (CDS) and prescription drugs. Successful applicants should also have expertise with the current practices in the field of pharmacy and medicine, including pharmacology, pharmaceutics, pharmacognocy, toxicology and clinical therapeutics, and be able to conduct inspections and investigation of OCSA registered practitioners, establishments and researchers for compliance with State and Federal CDS statutes and regulations, as well as, for diversion of CDS and CDS prescribed and dispensed for non-legitimate medical purpose.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates for positions in this classification must possess a current license as a Registered Pharmacist from the Maryland State Board of Pharmacy, 4201 Patterson Avenue, Baltimore, Maryland 21215.  A copy of your current license must accompany your application.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
