Introduction

The Maryland Public Service Commission is seeking an individual for a senior level management position to direct the Engineering Division. This is an "at will" position and services at the pleasure of the appointing authority "the Commission."

Main Purpose of Job

The Chief Engineer manages and directs the resources and activities of the Commission's Engineering Division. This includes administering the statewide inspection, testing, investigation and evaluation of the facilities and operations of public utility companies under the Commission's jurisdiction. This position is the primary staff position at the Commission for assuring that services provided by public utility companies are adequate, safe and reliable. This position provides professional technical, regulatory, legislative and consumer communications advice and consultation to the Commission and the Staff as required. This position serves as the primary interface for the Commission's  Maryland Emergency Management Association's efforts including coordination of staffing at MEMA during declared events, training and drills. This position is also the primary interface for coordination and communication with State and federal agencies and local communities related to preparedness for cyber and homeland security emergencies and events involving critical infrastructure. The position coordinates the Division's PJM activities and ensures that work products and the Commission are appropriately advised. The position directs public/consumer affairs issue resolution associated with utility metering and distributed generation and utility safety and reliability. The position manages the Commission's solar renewable energy credit application process. As directed, this position also participates on advisory boards, provides expert testimony, and represents the Commission in various forums on matters related to Commission policies.

POSITION DUTIES

Provides leadership, administrative and technical management to the Engineering Division. Provides and coordinates the development of expert testimony in utility regulatory proceedings. Designs, develops and maintains an inspection program ensuring compliance with regulations for service supplied by gas, hazardous liquid, electric, water, and sewerage companies. Designs, develops, and maintains the Commission’s solar application process for renewable energy credits.  Coordinates Commission representation and response to cyber and homeland security emergencies and drills involving critical infrastructure and coordinates Commission’s 24/7 response, as required, to Maryland Emergency Management Agency (MEMA) activations, drills and exercises. Coordinates the timely completion of bucksheets and the filing of expert testimony.   Coordinates investigation of accidents/incidents.   Provides recommendations to the Commission on issues arising from the work of the Division staff, cases, or external developments.   Sponsors COMAR changes and provides input on proposed legislation.   Participates on technical and advisory boards, respond to complaints and inquiries, provides public affairs representation and mediation on behalf of the Commission and performs other duties as assigned.   

MINIMUM QUALIFICATIONS

Education: A bachelor's degree in engineering from an accredited college or university.

Experience: Six years of experience in professional engineering work at least three years experience must have been in an management or supervisory position and three years experience with a Public Utility company or on the staff of an agency regulating public service companies or comparable employment.  

DESIRED OR PREFERRED QUALIFICATIONS

Bachelor’s degree or higher in electrical or mechanical engineering from an accredited university. Ten years of experience in electric or gas utility distribution system engineering, maintenance and operations. Five years of experience providing expert testimony in utility regulatory proceedings. Five years of experience demonstrating expert communication, facilitation, and collaboration skills necessary to effectively present and advise senior management and external customers, coupled with excellent customer service. Five years of experience demonstrating history of success in positions of increasing responsibility
