This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job

The main purpose of this senior managerial level position is to manage through the coordination of staff and resources with the Department of Public Safety and Correctional Services, Warrant Apprehension Unit Police. The police unit is responsible for the service of the department's warrants throughout the state of Maryland.

POSITION DUTIES

Plans, directs and coordinates all the activities of the Warrant Apprehension Unit and manages the law enforcement activities focused on serving warrants, apprehending and transporting offenders.
Supervises subordinate Warrant Apprehension Unit Detective Supervisor II and through them indirectly supervises Warrant Apprehension Unit Detective Supervisors and Warrant Apprehension Unit Detectives throughout the State.
Plans and develops short and long range goals for the administration of the warrant apprehension program.
Develops and evaluates warrant apprehension operations, arrest policies and procedures, search and seizure protocols, use of force policies to increase the effectiveness of program to capture offenders and parolees that have violated terms of release to the community;
Develops and coordinates warrant apprehension budget preparation and
expenditures.
Prepares investigative and administrative reports that are clear, logical, impartial and properly documented.
Obtains and executes seizures and arrest warrants.
Carries firearms and makes arrests.
Establishes and maintains liaison with other governmental police agencies to
coordinate unified efforts to capture and transport offenders and parolees.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university. In order to meet this educational requirement an unofficial copy of your transcript must accompany your application or relevant information must be included on your application.

Experience:  5 or more years of law enforcement experience as a commissioned officer (rank of lieutenant or greater), 3 years of the experience must be related to the supervision of warrant apprehension detectives involved in the warrant process to include; the search, apprehension and transportation of wanted felons.

Note: 1.    Additional experience as a law enforcement commissioned officer may be substituted on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.

2. Employees are subject to call-in on a 24-hours a day basis and will be required
to provide the employing agency with a telephone number where they can be reached, and carry an electronic pager.

3. Employees in this classification are subject to substance abuse testing in
accordance with Code of Maryland Regulations 06.01.09, 12.04.01 and Police Training Commission General Regulation .01-1, Testing for Illegal Use of Drugs.
