This is a professional position in Adult Education and Literacy Services (AELS), providing leadership and technical assistance to WIOA, Title II funded adult education and family literacy service providers to ensure program and learner performance as measured by state and national standards.

Main Purpose of Job

This position is responsible for providing leadership and technical assistance to adult education grantee service providers in the implementation of adult education and family literacy services, funded by the Workforce Innovation and Opportunity Act (WIOA), Title II: the Adult Education and Family Literacy Act (AEFLA). This position will manage grantee compliance issues and will provide oversight of state initiatives with respect to implementation of AEFLA, which include instructional quality, goal setting and performance analysis, and coordination of concurrently delivered services.   This position will also oversee specialty areas involved in the delivery of the statewide AEFLA instructional program, which may include essential components of reading instruction for adults, high school diploma options for adults, workforce development, and family literacy.  This position will coordinate partner agencies and stakeholders in the development of special projects and state initiatives.

POSITION DUTIES

Duties include communication with and evaluation of AEFLA funded local adult education grantee programs; providing  local grantee program oversight, monitoring and technical assistance for program improvement and accountability; utilizing state and local data for decision making; fiscal management and recordkeeping; and providing support for legislative requests and acting as a liaison for the statewide AEFLA instructional program.

MINIMUM QUALIFICATIONS

Education: A Master’s degree from an accredited college or university.

Experience: Four years of teaching or administrative staff work requiring regular use of independent judgment, analysis, evaluation, creativity and consultation directed to developing management policies and general business in or affiliated with an education program.

Notes:

1. A Bachelor’s degree from an accredited college or university and completion of 36 credit hours at an accredited college or university may be substituted for the required education.

2. Six years of teaching or performing administrative staff work requiring regular use of independent judgment, analysis, evaluation, creativity and consultation directed to developing management policies and general business in or affiliated with an education program may be substituted for the required education.

3. A Doctorate may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered.  Include clear and specific information on your application regarding the qualification(s).  

Required years of experience  must be in AEFLA compliant adult education and ESL administration or instruction, including all of the following:  

Knowledge of Career and College Readiness Standards for Adults and instructional best practices,  adult transitional services to careers and post-secondary education;

Experience developing/implementing/overseeing special projects;

Experiences requiring regular use of independent judgement, analysis, evaluation, and creativity;

Experience in interpreting and implementing federal/state governmental policies and procedures; experience in program evaluation and policy development.

DESIRED OR PREFERRED QUALIFICATIONS

Professional experience in Adult Education and Family Literacy (AEFLA) Programs:

Instruction, assessment or administrative work in AEFLA programs;

Knowledge of the National Reporting System (NRS) for Adult Education;

Knowledge of legislative requirements that govern adult education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
