Introduction

The Maryland Insurance Administration (“the MIA”) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.  

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually. 

Main Purpose of Job

The Maryland Insurance Administration is recruiting for the position of Director, Property & Casualty Rates and Forms.  The Director assists the Associate Commissioner in the management and administration of the Rates & Forms Section of the Property and Casualty (P&C) Unit.  The incumbent will serve as a subject matter expert, and provide leadership and guidance on P&C Unit projects and initiatives.  This position reviews and provides comments on legislative matters impacting the P&C Unit; and assures timely and quality reviews and responses by the Rates & Forms section on all key projects and initiatives.  The incumbent also participates in complaint file committee reviews, Administrative Hearings, and meetings with industry representatives.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Management, Business Administration, or related area, from an accredited college or university; or equivalent experience. 
  • Six years of Property & Casualty insurance regulatory experience that includes a thorough knowledge of Maryland’s Insurance Laws, regulations (COMAR) and their application to Rates and Forms.
  • Three years of direct management/supervisory experience; additional regulatory experience may be substituted for up to one year of the required managerial experience.
  • Excellent written and verbal communications skills.
  • Thorough knowledge of Access, Excel, and MS Word, and computer skills to prepare flow charts, charts, dashboard and related.

DESIRED OR PREFERRED QUALIFICATIONS

  • Master’s degree or Juris Doctor.
  • Finance experience.
