Main Purpose of Job
The Maryland Department of Human Resources (DHR), the state’s human services agency, seeks a strong administrator to serve as the Executive Director of the Family Investment Administration (FIA). The position, located in Baltimore, has a staff of 326 and a $1.8 billion operating budget.
The Executive Director oversees a wide range of Family Investment programs throughout the state, including Temporary Assistance to Needy Families, the Supplemental Nutrition Assistance Program, Energy Assistance, Temporary Disability Assistance, Refugee Assistance, Emergency Food Assistance, Homeless Programs and Medicaid eligibility. Assistance is provided through 24 Local Departments of Social Services across 23 counties and Baltimore City.
The FIA Executive Director reports to the Deputy Secretary for Programs, is a member of DHR’s Leadership Team, and serves as the principal advisor to DHR’s Secretary and Deputy Secretaries on all policies, legislation, regulations, and initiatives related to Family Investment Administration programs.
MINIMUM QUALIFICATIONS
Applicants must have a Bachelor’s Degree and a minimum of five (5) years of executive level experience in the administration of public assistance programs.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will have extensive leadership experience with human service programs which includes responsibility for fund and budget administration, program planning, implementation, and administration.
Other desired qualifications include strong leadership and management skills, strong communication skills, ability to implement change, motivate staff, and build and maintain relationships with federal, state, and local partners.
SELECTION PROCESS
