Main Purpose of Job

This position is responsible for ensuring that activities in the Headquarters Accounts Payable Unit comply with COMAR, the State Comptroller's policies and guidelines, R*STARS and ADPICS operating systems, and departmental practices. The activities include employee expense accounts, credit card reconciliations, and allocation of administrative expenses charged to indirect cost pools, as well as other activities. This position also supervises and provides technical support and information to staff throughout the Department.

POSITION DUTIES

Ensures that activities of the Accounts Payable Unit comply with all applicable COMAR, State Comptroller’s policies and guidelines, R*STARS and ADPICS operating systems, and departmental practices, including employee expense account payments, direct vouchers, journal entries, and allocation of administrative expenditures charged to indirect cost pools.  Review vendor file maintenance requests and monitor the batch header screen to ensure entries are posted within the correct accounting period prior to the closing of the month by the Comptroller’s Office. Performs monthly review and reconciliation of the department’s credit card accounts, including the journal entries.

MINIMUM QUALIFICATIONS

EDUCATION: Bachelor’s Degree in Accounting or a Bachelor's Degree with 30 credit hours in Accounting and related courses including or supplemented by 3 credit hours in Auditing.

EXPERIENCE: Three years of professional experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

NOTES: 1. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) or a Master’s Degree in Accounting for one year of the required experience. 2. Applicants may substitute one year of professional budgeting or auditing experience for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Possession of a CPA Certificate. Experience with ADPICS, FMIS, and R*STARS.
