Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Department of Health and Mental Hygiene charged with monitoring the quality of care in Maryland's 14,452 health care facilities and community-based programs. The OHCQ licenses and certifies health care facilities; conducts surveys to determine compliance with State and Federal regulations; and educates providers, consumers, and other stakeholders through written materials, websites, and presentations. In addition to coordinating the day-to-day functions of the agency, the Chief of Staff stands in for the Executive Director at any function and for any delegated activity. The Chief of Staff is responsible for the development and implementation of OHCQ's legislative and regulatory activity. The Chief of Staff supervises a health policy analyst for regulatory affairs and administrator III for government affairs and is lead over all other OHCQ employees. In the absence of the Executive Director, the Chief of Staff oversees the operation of the agency. Other duties include identifying issues of primary interest to the Executive Director; determining the scope of research and analysis needed and courses of action to drive to completion; responding to programmatic and policy matters within OHCQ; setting priorities for the OHCQ's actions, strategies, policies and procedures; communicating the Executive Director's programmatic and policy making decisions to the OHCQ staff and other stakeholders; convening meetings on behalf of the Executive Director; serving as a liaison to stakeholder associations and providers; serving as a liaison to legislators; and representing the Executive Director at local, State, and national meetings and events, as necessary.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.
