This is a Special Appointment position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The main purpose of this position is to identify, plan, develop and implement new business units, industries and services for Maryland Correctional Enterprises (MCE) expansion of inmate jobs and manage the Safety and Compliance, Policies and Procedures and the Continuing Allocation of Re-Entry Services program (CARES) divisions of Maryland Correctional Enterprises

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.  

Experience: Three (3) years of experience in one or more of the following:

1. Developing corporate or business unit strategies as well as performing costs and benefits ROI and profitability projections for new business operations.

2. The supervision of other employees and overseeing and coordinating the general operations of a unit.

3. Applying rules and regulations, or exercising responsibility for the development of policies or program development. 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • An MBA degree from an accredited college or university is preferred.
  • A strong background and knowledge of strategic account management, research into new business areas and developing business plans to determine the feasibility of new business is preferred.
  • Experience developing proposals and planning to enter new markets by leveraging internal strengths and/or external partnerships barriers to entry, costs and benefits ROI, profitability projections and all needed areas of new business operations is preferred.
  • Experience conducting studies and analyses of programs, procedures, practices and organizations.
  • Experience evaluating market research including market analysis.
  • Experience working with cross-functional project teams.
  • Capable of organizing information succinctly and clearly communicating to all levels of an organization through both written and oral presentation formats.
  • Experience with long term planning and road-mapping activities.
  • Exceptional interpersonal skills, communication capabilities and the ability to influence multiple stakeholders with competing / conflicting interests
