Main Purpose of Job

This position functions as the Chief Executive Officer (CEO) at Clifton T. Perkins Hospital Center (CTPHC), Maryland’s forensic psychiatric hospital, which is JCAHO Accredited.  The hospital’s mission includes pretrial forensic evaluation of criminal defendants referred by the courts for assessment of competency to stand trial or not criminally responsible and require placement.  This senior level management position oversees an annual operating budget of over $64 million dollars, over 600 staff, and manages all aspects of the facilities operations through the direct supervision of professional staff.  The CEO provides leadership in resolving legal, programmatic and fiscal issues while maintaining compliance with State, Federal and Joint Commission standards.  The CEO coordinates and collaborates with government agencies, legislators, private treatment providers, courts and detention centers.

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor’s degree from an accredited college or university in health, human services, business administration or related field; MBA is desired.   

Experience:  Six years of experience managing health service operations in a behavioral health care setting, to include experience in forensic health service program planning, development and quality improvement initiatives as well as significant experience overseeing fiscal and human resources, and including four years of direct supervision of staff.
