Main Purpose of Job

This position is responsible for providing executive guidance to the Directors who operate the four bureaus in the Office of Programs responsible for the support of the Department of Human Resources (DHR), Family Investment Administration (FIA), and the Local Department's of Social Services (LDSS) executives, managers and line staff. The Office of Programs consists of the following bureaus: Office of Home Energy Programs, Policy, Research and Training, Systems Development and Management, and Workforce Development. The incumbent in this position manages the research, legislative, policy development, Federal and State reporting, training, and automated system design and support activities for all of the programs administered by FIA.

POSITION DUTIES

Plans, directs, coordinates and communicates policies, training, regulations, legislative analysis, information systems support and State and Federal reporting for cash assistance, the Food Supplement Program (FSP, formerly known as Food Stamps), and the Temporary Cash Assistance (TCA) and FSP work programs; provides executive oversight of the State's office for energy assistance; establishes and evaluates program goals, standards and controls to meet program objectives; directs and oversees the budgets for bureaus including validating or changing the organizational structure; provides direct support to the Executive Director of FIA and to the Office of the Secretary of DHR; coordinates efforts with other heads of FIA subdivisions, the Office Operations and the Office of Special Projects and represents the agency before Federal, State and local officials, legislative committees and senior managers and executives of other agencies concerning program activities.

EXAMPLES OF WORK

Plans, directs and administers all aspects of an agency program that has a broad scope and major impact on agency missions and operations;

Establishes overall policies and procedures for the program(s), oversees their implementation, evaluates their effectiveness and approves major revisions;

Establishes overall program goals, standards and controls to meet program objectives and oversees their achievement;

Oversees and manages the personnel and financial resources of the program(s);

Plans, coordinates, supervises and evaluates the work of subordinate managers;

Develops, implements and manages short and long-range plans for program operations and resources;

Determines organizational structure and staffing needs of the program(s);

Prescribes and oversees development and training of program staff;

Represents the agency before federal, State and local officials, legislative committees and senior managers and executives of other agencies concerning program activities;

Performs other related duties.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited college or university.  

Experience: Seven years experience in administrative, professional or technical work. Three years of experience must have involved supervision of other employees or exercising responsibility for program development.

SELECTIVE QUALIFICATIONS

Four years experience administering regulations and policies of one or more of the following assistance programs: Temporary Assistance to Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP) or Medicaid.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

  • Experience directing supervisors or managers. 
  • Experience in analyzing and determining the impact of State or Federal legislation.
  • Experience reporting to Federal agencies.
  • Experience in formulating and implementing policies for human services programs.
