Main Purpose of Job

The Department of Health and Mental Hygiene is seeking to fill a Deputy Director position within the Prevention and Health Promotion Administration (PHPA). The incumbent will serve as the Deputy Director of the Infectious Disease Prevention and Health Services Bureau (Bureau).  The Bureau is responsible for the state of Maryland's HIV, STI and viral hepatitis response efforts.  The Deputy Director assists the Director in managing the internal operations of the Bureau, including strategic and operational planning, fiscal and administrative oversight, personnel functions, and workforce development. This position supervises the Bureau leadership team, which includes the Chiefs of the Center of HIV Prevention and Health Services, the Maryland AIDS Drug Assistance Program (MADAP), and the Center of STI Prevention, as well as the Viral Hepatitis Program.  The Infectious Disease Prevention and Health Services Bureau has approximately 90 employees and a budget of approximately $80 million. PHPA's mission is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations.  The incumbent may also act for the Director at his direction and/or absence.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a master's degree and at least six years of experience related to public health prevention, care coordination and/or service delivery.  Candidates must also possess four years of supervisory and management experience.

DESIRED OR PREFERRED QUALIFICATIONS

Candidates should possess experience demonstrating responsibility for developing operational plans; directing projects; meeting deadlines; allocating staff resources; and staff development, recruitment, and performance evaluation.

Candidates should possess four or more years of experience in the fields of HIV/STI/viral hepatitis prevention and treatment, population health, reproductive health, and/or sexual health.

Candidates should be able to show:

- Demonstrated experience forming and maintaining diverse partnerships;
- Demonstrated experience in writing grant applications and program reports, preparing budgets, and tracking expenditures; 
- Demonstrated public health experience at either the federal, state, or local level; 
- Excellent written and verbal communication skills.
