Main Purpose of Job
The Maryland Institute for Emergency Medical Services Systems (MIEMSS), in cooperation with the Maryland-National Capital Region Emergency Response System (MDERS), is seeking a highly-qualified Program Manager to oversee the implementation of a statewide Electronic Patient Tracking System. The incumbent will serve as the conduit between leadership, end-users, stakeholders, and vendors to create an effective solution to allow for statewide electronic patient tracking in the emergency response setting. The Program Manager will oversee the strategic plan, schedule, budget, and other guidance that will govern the establishment and implementation of an effective electronic patient tracking system solution.
POSITION DUTIES

In cooperation with all stakeholders, develop a comprehensive strategic plan, schedule, budget and other supporting documentation for full implementation of PTS throughout the State.

Lead stakeholder group that determines mission and methodology of PTS that serves the diverse needs across the State while maintaining a uniform system that is interoperable throughout the State and National Capital Region.

Coordinate with software and hardware vendors to determine appropriate solutions to the needs of local jurisdictions and providers.

Develop, implement, and oversee pilot programs to evaluate the functionality of hardware and software solutions for PTS; produce reports summarizing findings and develop recommendations based upon findings.

Serve as the Project Manager for federal, state, and local grants that are awarded to support the PTS effort, completing and submitting required reports, budgets, financial statements, and other materials to ensure grant compliance.

Ensure integration of PTS in all local, state, regional, and federal exercise to continuously evaluate efficacy of product and determine the need for adjustment.

Develop model policies and procedures for adoption in State and local jurisdictions, as well as within receiving facilities.

Develop metrics for measurement of impacts of PTS; analyze metrics and report to stakeholders on a routine basis.

Deliver routine reports and presentations to various stakeholder groups on the progress of the PTS implementation and plans moving forward.
MINIMUM QUALIFICATIONS
Education:
A bachelor's degree from an accredited college or university in emergency management, health services, emergency medical services or a related field.
Experience:
Ten years of progressively responsible project and program management.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess a Project Management Professional (PMP) certification and be a Certified Emergency medical Technician-Basic or greater.
