Main Purpose of Job

This position is responsible for directing the operation of a bureau responsible for the support of Family Investment Administration (FIA), Department of Human Resources (DHR) and Local Department of Social Services (LDSS) executives, managers and line staff by overseeing the policy research and training efforts for all of the programs administered by the Family Investment Administration. The incumbent in this position oversees maintenance of up-to-date regulations, policy development, implementation, training, program evaluation, program improvement efforts, and production of numerous State and federal reports; and ensures that the Bureau completes and files reports to the US Department of Health and Human Services.

POSITION DUTIES

Interprets State and federal laws, develops written regulations, policies and procedures for the administration of public assistance programs in Maryland; evaluates existing programs and procedures; makes recommendations for reduction of errors and plans for implementation of new or revised programs; interprets or supervises the interpretation of program policies; supervises training of staff in the Local Departments of Social Services on program policies and procedures; advises on the effects of policy and regulation on potential payment errors; serves as the FIA liaison with the Federal Regional Office of the Administration for Children and Families, the Food and Nutrition Service, The Medical Assistance Policy Administration of Department of Health and Mental Hygiene (DHMH) and Child Care Subsidy Branch of the Maryland State Department of Education; directs and coordinates the information flow and data collection; develops and writes new regulations and or changes to implement and make necessary program revisions; reviews and revises report formats to improve availability and accuracy of program data; oversees responses to inquiries; maintains familiarity with current empirical research literature regarding welfare reform related issues and knowledge of other States welfare reform efforts; directs the preparation of policies and procedural material for programs manuals, action transmittals, information memos and other instructional material for LDSS; supervises the design of procedures and development of forms for implementation and maintenance of programs; oversees the review of proposed and new federal and State legislation; assists in the preparation and analysis of budgets; coordinates fraud and investigation reporting with the Office of the Inspector General; assembles and timely submits accurate weekly, monthly and annual State level reports; provides consultation and assistance in the areas of legislation affecting FIA; and prepares testimony for presentation.  

MINIMUM QUALIFICATIONS

Education:  

Possession of a bachelor's degree from an accredited college or university.

Experience: 

Seven years experience in administrative, professional or technical work, three years of which must have involved supervision of other employees.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

• Expert knowledge of regulations and policies of one or more of the following assistance programs:  Temporary Assistance to Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP) or Medicaid.

• Experience directing subordinate personnel in the compilation and analysis of administrative data.  

• Experience analyzing and determining the impact of State or federal legislation.  

• Experience in preparing or analyzing TANF and/or SNAP reports to federal agencies.  

• Possession of a master’s or other advanced degree.
