LOCATION OF POSITION

Crownsville, Maryland

In the future, DHCD will be relocating from Crownsville, Anne Arundel County, to the New Carrollton transit stop location in Prince George’s County.

POSITION DUTIES

DHCD has an immediate opening for an experienced multifamily real estate development professional to work as a full-time Team Leader for its Multifamily Rental Housing Programs.  The position is located within the Community Development Administration.  The position is one of three Team leader positions with joint responsibility for the underwriting and origination of loans and grants under all Multifamily Housing programs, including Low Income Housing Tax Credits, Rental Housing funds, Partnership Rental Housing Program, Multifamily Bond Program, and Emergency Shelter and Transitional Housing Grant Program.  These loans are made for projects which utilize other private and public funding.  The projects generally consist of multiple sources of financing; including federal Low Income Housing Tax Credits, high risk factors; complex or unique financing structures; variable rate financing; and combinations of taxable and tax-exempt bond issues.  The duties include managing the underwriting and construction review through initial closing for all projects.  The position will directly supervise 2-3 underwriters and a Construction Administrator, who supervises construction management staff.  The position reports to the Deputy Director for Multifamily Housing Development.  The responsibilities generally involve making decisions concerning financial transactions for DHCD loans from $500,000 to over $10,000,000.  The position is responsible for: (1) supervising and providing training opportunities for the underwriting and construction staff in the unit; (2) ensuring that loans assigned to the team are analyzed, underwritten, and processed in accordance with departmental laws, regulations, guidelines, handbooks and policy, including timeliness; (3) underwriting and closing complex multifamily bond financings and tax credit transaction; and (4) participating as a member of the HDP management group. Working with the members of the management staff, the position will be responsible for (1) managing the underwriting and construction review of State and federally funded loans originated by HDP; (2) developing underwriting standards and ensuring consistent and professional application of these standards; and (3) training the multifamily underwriting and loan processing staff.  The person in the position must be able to handle multiple competing priorities under short timeframes.  The ability to understand, direct, and analyze complex real estate transaction from application through construction start and lease-up, as well as to synthesize complex material into short, understandable memos and presentations is critical.  Presentations before the Housing Finance Review Committee, and the Board of Public Works are routine aspects of the position.  Successful applicants will be able to work under tight timeframes, balance multiple competing demands, and effectively oversee and direct the work of professional staff.

MINIMUM QUALIFICATIONS

Minimum Qualifications are REQUIRED. Please read carefully.

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of professional experience in multifamily lending or development in either the public or private sector.  Two  years of this experience must have involved affordable housing lending or development, including experience with the Federal Low Income Housing Tax Credit program.  Ability to demonstrate experience supervising staff, overseeing and coordinating the general operations of a unit, including responsibility for timely closing of loans or similar complex tasks, applying rules and regulations, and exercising responsibility for the development of policies or procedures.

Notes:

 1. Additional experience in multifamily lending or development may be substituted on a year-for-year basis for the required education. 

 2. Additional graduate level education from an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to those with demonstrated experience managing a multifamily rental housing development project from concept through construction to initial occupancy, including familiarity with the following programs:

                       o Federal Low-Income Housing Tax Credit or related federal investment tax credit programs; 

                       o  affordable rental housing preservation programs;

                       o  FHA-insured multifamily housing insurance programs;

                       o   taxable and tax-exempt bond financing programs;

                       o   energy efficiency programs for affordable multifamily housing; and                 

                       o   disability or supportive housing.
