Main Purpose of Job

This is a management position that reports to the Director of Operations. This position will provide oversight of the Maryland Health Connection training and credentialing program. The incumbent will direct the design, development and implementation of a learning infrastructure to support the Maryland Health Connection. Training services will be provided for navigators, insurance producers, plan issuers, third party administrators and caseworkers. Additionally, the incumbent will manage and maintain the credentialing data for all consumer assistance workers.

POSITION DUTIES

Development and implementation of training strategy for the Maryland Health Connection that complies with federal and state laws under the Affordable Care Act (ACA) that encompasses the training of all identified stakeholders

Responsible for establishing a system to maintain and track consumer assistance workers’ credentialing data

Establish and manage the Training Services and Credentialing operational plan and procedures to ensure delivery of training and credentialing of consumer assistance workers within the prescribed budget and timeline.Conduct bid openings for competitive procurements to determine ;

 
Develops partnerships and initiates interagency agreements and service contracts with accredited providers on continuing education programs.

Collaborate with other State agencies on content development for training program.

 
Analyze training program and learning outcomes in order to adapt training to meet the needs of learners while accomplishing critical training objectives.

 Serve as contract monitor for all training and credentialing related vendors

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

 
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned or non-commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in providing and leading organized training to staff and or other groups of professionals.

One or more years of experience supervising professional staff, units or departments.

LIMITATIONS ON SELECTION

Applicants must be willing to work in Baltimore City.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
