LOCATION OF POSITION

This position is within the Office of Personnel Services for the MD Department of General Services, located at 301 W. Preston Street, Baltimore, Maryland.

Main Purpose of Job

The main purpose of this position is to provide professional assistance to the Director in planning, directing, and administering all aspects of the Department's personnel program.  Provides management and coordination of human resources activities including: disciplinary actions, grievances, position classification analysis, salary administration, medical monitoring, employment counseling and the Performance Planning & Evaluation Program.  In the absence of the Director, the incumbent oversees and provides management and coordination of all HR functions, including; recruitment, employment, benefits management, retirement, leave donation, affirmative action compliance, and is authorized to endorse and process all personnel transaction forms, disciplinary actions, etc.

POSITION DUTIES

A Human Resources (HR) Administrator I is supervisory or managerial level professional work in the administration of HR programs in the State Personnel Management System (SPMS). Professional HR work is characterized by the use of knowledge, discretion and independent judgment in the interpretation and application of HR laws, regulations, policies and guidelines to address a variety of administrative activities, problems, issues and projects.  Professional HR work often involves analysis, evaluation, consultation, and innovative thinking in developing policies and procedures, in advocating recommendations of specific courses of action to be taken, both through persuasion and negotiation, and in determining the most efficacious and technically sound alternative from a number of feasible possibilities.  Employees specialize in a specific HR management functional area such as recruitment and employment services, classification and compensation, employee relations, or test development and validation or function as a HR generalist with responsibilities for three or more areas of HR management.  Employees are the technical experts and have significant authority within their respective area of responsibility or in the management of the HR program of a state agency. Employees supervise, directly or through subordinate supervisors, lower level HR professionals, personnel paraprofessionals and clerical support staff.

Duties for this position include but are not limited to:

- Coordinate medical monitoring, sick leave and accident leave issues;

- Oversee the activities of the Recruitment & Exam staff;

- Manage the MD Performance Planning & Evaluation program (PEP) and ensure that PEP
forms are completed correctly.  Advise supervisors and employees of the procedures pertaining to the program. Assist supervisors in developing Improvement Plans as needed and may attend meetings between employees and supervisors to assist in explaining improvement plans;

- Counsel and advise employees and supervisors on work related personnel issues in order to
resolve the matter at the lowest possible level or determine the best course of action.  Provide advice to employees and supervisors concerning grievances, disciplinary actions, and EEO/affirmative action and sexual harassment complaints.  Prepare and process disciplinary actions and terminations.  Provide information to employees concerning their appeal rights.  Represent the department at appeal hearings, settlement conferences, and at the Office of Administrative Hearings.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education.  Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Candidates with experience administering a Human Resources Program in a civil service or merit system environment is strongly preferred.

Experience in the SPS/Workday System is highly desirable.

LIMITATIONS ON SELECTION

This recruitment is limited to candidates willing to accept employment in Baltimore City.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The list will be valid for at least one year and may be extended. T he list will be used by the hiring agency to select employees.

You must possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination. Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time you spent in such activity. You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
