Main Purpose of Job

This position will perform a wide variety of personnel assignments within Aviation Command including work in: the Job Aps System; conducting and coordinating recruitments and interviews; performing and reviewing background investigations; handling non-competitive and competitive promotions; composing and revising MS-22’s; coordinating the PEP Program; reviewing personnel work for accuracy and completeness; analyzing, evaluating or responding to personnel questions and issues; conducting salary reviews; drafting orders regarding personnel issues; responding to applicant inquiries; completing EEO and recruitment summaries; participates in recruitment audits and any additional duties as prescribed by the Commander or Supervisor. 

POSITION DUTIES

Recruitment: Initiates and determines appropriate method for civilian recruitment efforts; responds to all Aviation Command recruitment inquiries; reviews and screens applications for completeness and minimum qualifications; grades applications; completes data entry for eligibility lists and registers; clears eligibility and lay off lists; schedules, coordinates and conducts interviews; coordinates polygraph and physical examinations; evaluates and recommends candidates for hire; obtains funding certification; composes forms associated with the recruitment process, completes and presents hire packets to the Director, Human Resources Division (HRD); notifies applicants of their status in the selection process; provides guidance to Aviation Command personnel on recruitment related topics; maintains data base and analysis of recruitment efforts; maintain all files per retention schedules; and attend job fairs. 

Conducts Background Investigations: Obtains criminal, traffic, civil, credit and other pertinent records of applicant; interviews references, current employer, former employers, co-workers; friends, neighbors, acquaintances, relatives, spouse or significant other and any other person deemed necessary to complete a thorough background investigation; Reviews backgrounds conducted by other personnel to ensure completeness.   

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employer relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education.  Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs

2. In accordance with Section 2-204 (b) (6) of the Public Safety Article, candidates for positions in this classification will be subject to an initial drug screening, and a complete criminal background investigation, to include a polygraph examination, before permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application.  Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST, BETTER or QUALIFIED category. 

The list will be used by the hiring manager to select the individual to fill the vacancy.
