POSITION DUTIES

The Shared Services Division within the OPSB, DBM, is seeking a Human Resources professional with strong general knowledge of the following HR areas:  Hiring, Compensation, as well as broader HR policies and practices.  We are seeking a candidate that has an interest and comfort level in working with various HR information systems.

The successful candidate will function in a support role in the Division, and shall be able to work independently.  The incumbent will serve as a systems analyst for the State's on-line recruitment application, JobAps.  Serving as a liaison between Statewide HR users and JobAps technical vendor support, analyzing and evaluating JobAps functions, business processes and user needs, and performing functional configuration and table maintenance tasks for JobAps system according to operational and business needs.  The position performs testing, troubleshoots problems, and provides technical assistance and training to system users, and plays a key role in requesting and testing JobAps upgrades and conversions.  Additionally, this position supports Statewide HR users with regard to issues and processes that occur between Workday and JobAps.  This includes the integrations between the two systems for positions and hires.  This position will also support the Division in system reporting, system changes, conversion of data, and administration of application security for core HR users.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university.

Experience:  Three years of professional HR experience in the areas of either job analysis, job evaluation, salary administration, employee relations, labor relations, test development and validation, recruitment and examination, employee benefits, medical services, HR management or HR system support services.

Notes:     

1. Additional professional HR experience may be substituted on a year-for-year basis for up to four years of the required education.

2. Thirty graduate semester credits from a an accredited college or university in the field of HR/personnel administration, business administration,  public administration, statistics, tests and measurements, industrial organization, psychology or other related field may be substituted on a year-for-year basis for up to two years of the required experience.

3. For employee or labor relations positions, a Juris Doctor degree from an accredited school of law may be substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or Human Resources specialty codes in the Personnel field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

1.  One year of experience with JobAps, using the full range of JobAps functionality for recruitment, hiring and reporting.

2.  Experience with Workday or another HR information system in a large employer environment.

3.  Advanced experience using MS Office, specifically Word, Excel, PowerPoint, and Access for reporting.

4.  Strong analytical/problem solving skills.

5.  Working knowledge of and experience in utilizing and creating reports and spreadsheets.

6.  Ability to solve problems related to computer system software and operations.

7.  Experience in a customer service or Helpdesk environment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.  

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.
