Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.  

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job

This position will oversee the daily operations of the fiscal services unit. This position provides assistance to the Director of Fiscal Services by supervising staff involved with financial transactions (accounts payable, accounts receivable, reconciliation of financial transactions, and the inventory process).

This incumbent will also review and approve Financial Management Information System (FMIS) procurement, expenditure, revenues, deposits and fund transfer activities.

POSITION DUTIES

The Fiscal Accounts Technician Supervisor will:

· Supervise the Accounts Payable, Accounts Receivable, and Reconciliation activities and provide training to staff on accounting and reconciliation procedures and processes, including the navigation of FMIS.

· Review revenue and expenditure amounts on the FMIS and DAFRG reports and investigate and interpret variances.

· Preparing financial reports and statements as required by the Director of Fiscal Services.

· Review and approve FMIS procurement, expenditure, revenue, deposits and fund transfer activities ensuring proper fund allocation and compliance with State law and regulation.

· Assist the Director of Fiscal Services with budget development and reporting, accomplishing the year-end close out activities, and calculating industry assessments for the Insurance Fund regulation Healthcare Regulatory Fund and Office of People’s Insurance Council. 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Note:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

SELECTIVE QUALIFICATIONS

The applicant must have two (2) years of experience using FMIS (RSTARS, ADPICS) to process financial transactions. (This experience must be thoroughly documented in the Supplemental Questionnaire.)
