Introduction

This statewide recruitment is being conducted to establish a list of eligible candidates to be used to fill future vacancies occurring in our Local Department of Social Services throughout the State for the next 12 months.

ALL approved candidates will placed on this list of eligible candidates in one, single Best-Qualified scoring band and will remain on the list for a period of one year (after which candidates will need to reapply when this classification is reposted).

Placement on this list as Best-Qualified is not a guarantee that you will be interviewed for any given vacancy.  To find out if a Local Department of Social Services is currently recruiting for this classification, please contact their Personnel office directly; contact information for our Local Departments of Social Services can be found at the Department of Human Resources' website, dhr.state.md.us.

POSITION DUTIES

This is the full-performance level of work providing direct services to individuals or families who are troubled.  These services, provided by local departments of social services, are designed to sustain and improve the social, health, economic, behavioral and emotional functioning of customers. Employees in this classification do not supervise.

MINIMUM QUALIFICATIONS

EDUCATION: A bachelor’s degree from an accredited college or university in an appropriate behavioral science, such as Child Development, Sociology, Social Work, Psychology, Counseling, Nursing, Criminology, Juvenile Justice, Human Growth and Development, Human Services, Mental Health or Human Resources Management (Human Resources Management must include at least 30 credit hours in human services or human development.)      

IMPORTANT: Candidates who possess a bachelor’s degree in a BEHAVIORAL SCIENCE other than the specific majors listed above (example: Criminal Justice) must submit a legible copy of their college transcript (student copy acceptable) with the application.  College transcripts must be submitted before the closing date to be considered.

Transcripts from candidates who possess a bachelor’s degree in a non-behavioral science (Biology, Business Administration, Communications, Government, History, and Political Science, for example) do not meet the minimum qualifications and cannot be reviewed.

EXPERIENCE: Two (2) years providing casework or community organizational services in a public or private social service agency.  (Please describe in detail your work experience as described above.)

NOTES:

1. Possession of a Social Work Associate license from the Maryland State Board of Social Work Examiners can be substituted for one year of the experience.

2. These requirements are established by the Social Services Administration by authority provided in Human Services Article, Title 4, Subtitle 2, Section 204(c)(1) of the Annotated Code of Maryland.  The Department of Budget and Management, Office of Personnel Services and Benefits and the Department of Human Resources, Examination Services Unit do not have authority to accept substitutions or equivalents. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees must complete an approved training program and pass a competency test before being granted permanent employment status.

2. Employees are required to meet mandatory standards for continuing education as determined by the Department of Human Resources.  Employees who fail to obtain the required continuing education credits shall be subject to disciplinary action including demotion, suspension and dismissal.

3. Employees in this classification may be subject to on-call duty and may be required to provide telephone numbers at which they can be reached.

SELECTION PROCESS

Successful candidates will be ranked as Best-Qualified and placed on the employment (eligible) list for twelve months.  This list will be used by hiring agencies to select eligible candidates as positions become available.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

You must possess the minimum qualifications to be considered for this position.  If you are scheduled to complete an educational or licensing requirement within six months of the assessment, you may participate in the application process.  Permanent Maryland State employees may also complete necessary experience requirements within six months of the date of the assessment. However, such candidates will appear in pending status on the eligible list until documentation has been received that the educational and/or experience requirements have been met.  Credit may be given for relevant part-time, temporary, or volunteer experience, if you list the number of hours worked per week.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  Foreign school credential evaluations must be submitted with your application.
