Introduction

This position is open to only those employees currently working within in the Department of Labor, Licensing and Regulation (DLLR) / Office of Information Technology (OIT) division.  This position is open to permanent, contractual and temporary employees.  

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

This is a professional position responsible for lead level planning, organizing, coordinating, integrating, and maintaining network software, operating systems, communication systems, and hardware for local or wide area microcomputer networks to include operating systems software, web server software, and network communications software for the information technology area inclusive of providing network administration, hardware/software training and support, and resource allocation. The position provides expert subject matter technical services for all DLLR web application servers including optimal hardware configuration, Windows Server Network Operation System (NOS) configuration, and Web server security hardening.

POSITION DUTIES

This position also acts a project lead, directing the efforts of other Network Specialists assigned during a project phase.

This position provides support for IIS, APACHE and JAVA web services, Backup Exec,  Windows Server 2003, 2008 and 2012 network operating systems (NOS) and provides support for SQL Server 2005, 2008 and 2012. Provide technical services for Telecommunications operations for DLLR Servers. Management and support for EMC and Compellent SANs.

Other duties include: maintains LAN hardware and communication; provide technical expertise to ensure that DLLR LAN Information Systems and web sites are fully functional and available for application development, testing and production use during normal business hours; plans and coordinates LAN server down time in order to reduce work load interruptions. Implements OIT LAN disaster recovery plans to ensure that DLLR mission critical data is secure from loss and damage due to hardware failure, virus destruction, or inadvertent data loss; analyzes, trouble shoots and corrects network related problems to ensure that OIT work flow is not adversely impacted; facilitate web site application code deployments to Web Servers that are in development, test and production environments; and is responsible for the installation, configuration, and optimization of Web App Pools, SSL installation and management, managing web farms and troubleshooting skills are required.

This position will be required to work evenings and weekends when necessary to resolve any and all problems.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in computer information technology, management information systems or other information technology related field, to include course work in local or wide area computer networks, from an accredited college or university.

Experience: Two years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks.

Notes: 1. Candidates may substitute completion of high school or high school equivalency certificate and eighteen months of experience converting data from project specifications by preparing program code using generally accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software for the required education.

2. Candidates may substitute completion of high school or high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or high school equivalency certificate and completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator or equivalent certification program for the required education.

4. Candidates may substitute experience in one of the following areas on a year-for-year basis for a high school education: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Demonstrated knowledge and skills with the following: Symantec Backup Exec 2010 or greater, Veeam, Microsoft Hyper-V Manager, Solar Winds Orion Network Performance Manager v10 or greater, Trend Micro Office Scan Console, Network administration, and Management of web application servers.

Experience with the following Network Equipment: Dell Servers, EMC SAN, Compellent SAN, Spectra Tape System, Tandberg Tape System, Switches, and Routers.

Experience with the following operating systems:  Windows Server 2000, 2003, 2008, 2012.

Experience with the following web servers: IIS 6 or greater, Apache Tomcat 7, JBOSS 5.1.

Experience working with the following protocols: TCP/IP, LDAP, AD, DNS,  DHCP, FTP, SSL, ODBC and      JDBC.

SPECIAL REQUIREMENTS

This position will be required to work evenings and weekends when necessary to resolve any and all problems.

 All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DUI) to determine whether any monies are owed to DUI as a result of unemployment insurance overpayment and/or fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.

As a contractual position, the selected candidate will be paid only for hours worked.  This position has no state-paid benefits (i.e. sick leave, annual leave, personal leave, holidays, etc.). The person filling this position may purchase healthcare insurance at the state’s group rate.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
