Main Purpose of Job

The Senior Network Administrator's role is to manage the day-to-day operations of the WCC systems and converged networks.  This includes planning, developing, installing, configuring, maintaining security, supporting, and optimizing all network hardware, software, and communication links for LAN, WAN, WLAN, VoIP and VPN.  The main purpose of this position is to monitor and maintain local and wide area network system continuity, telecommunication services, operating systems software and application software; To install, configure, update, monitor and provide troubleshooting support for physical and virtualized PCs, Servers, switches, routers, firewalls, network appliances, access points, printers, scanners and other associated computer equipment and cabling in support of the Agency's users.

POSITION DUTIES

The State of Maryland Workers’ Compensation Commission is currently seeking an energetic, versatile, and highly skilled Senior Network Administrator in the position of Computer Network Specialist, Lead.  The Senior Network Administrator manages operations of WCC's information systems and networks. This includes design, planning, installation, and support of LAN, WAN, WLAN, VoIP, security, virtualization, Windows server operating systems’ software, and application server systems.  The main purpose of this position is to deliver and maintain a high performing information systems infrastructure in support of the Agency’s mission and its stakeholders.

  • Design, enhance, and support WCC's evolving web sites and services, enterprise content management and other business processes in an environment with Active Directory, System Center and other Microsoft Windows application servers, Cisco data & voice networking and security systems, virtualization with VMware vSphere Enterprise, various server platforms and Next Gen security systems and tools.
  • Work with internal and external customers to define technical solutions that support business objectives.
  • Be part of dynamic project teams, coach and mentor other IT team members.
  • Provide technical support for  data, voice and operating system issues.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in computer information technology, management information systems or other information technology related field, to include course work in local or wide area computer networks, from an accredited college or university.

Experience: Two years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks.

Notes:

1. Candidates may substitute completion of high school or high school equivalency certificate and eighteen months of experience converting data from project specifications by preparing program code using generally accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software for the required education.

2. Candidates may substitute completion of high school or high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or high school equivalency certificate and completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator or equivalent certification program for the required education.

4. Candidates may substitute experience in one of the following areas on a year-for-year basis for a high school education: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

The following is a required qualification. Candidates MUST possess at least one of the following:

  • Two years of experience configuring, securing, and troubleshooting Cisco data & voice network hardware and software and designing, implementing and maintaining Microsoft Windows 2008 or newer Active Directory domain networks.
  • Completion of a certification program in one of the following active network administration programs : Cisco Certified Network Associate (CCNA), Microsoft Certified Solutions Engineer (MCSE), VMware Certified Professional 5 (VCP5), ISC(2) Certified Information Systems Security Professional (CISSP), or Global Information Assurance Certification (GIAC)

DESIRED OR PREFERRED QUALIFICATIONS

  • Working knowledge of administering Microsoft SQL Server 2012+ or other modern relational database
  • Experience using data & voice network access, management, communications and security software and hardware including: Microsoft System Center 2007+, RSA SecureID, SSL certificate services, What’s Up Gold, Powershell, Unitrends, Veem, McAfee EPO, Cisco Email Security Appliance, secure file transmission tools, Wireshark, Nexpose, Metasploit, SAINT, SourceFire, FireEye, Palo Alto Networks and/or other next generation firewall, vulnerability assessment, monitoring, intrusion detection and prevention tools
  • Experience with firewalls, routers, managed switches, VOIP telephones and services, and VPN tunneling over LAN, MPLS (Layer 3 VPRN) WAN and the Internet
  • Working knowledge of Cisco Unified Communications Manager, Unity Connection and Call Center Express version 8.x + hardware and software
  • Project management, systems integration, and failover/disaster recovery skills in a distributed and significantly virtualized multi-platform environment including Windows , VMware Vsphere Enterprise/vCenter, Unix servers and appliances and converged voice & data networks
  • Familiarity with information systems and networks security techniques and current best practices for monitoring, vulnerability assessment, intrusion prevention and detection and data encryption

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.  Employees may be furnished with a mobile phone.
