Main Purpose of Job

This position manages the enterprise project management office that oversees the development and deployment of hundreds of information technology projects, both large and small, to satisfy the mission-critical business functions of the Department of Human Resources (DHR), Office of Technology and Human Services (OTHS).  The Enterprise Project Management Office Director facilitates projects to remain within scope and budget; defines project requirements, change management, and user acceptance, while meeting all Federal and State regulations; and aligns business processes with best practices and standards governed by the technology industry and the Maryland Department of Information Technology (DoIT).  The incumbent in this position may also manage the Project Management Oversight or QA/QC contract that supports DHR.  This position requires strong analytical ability and excellent communications to interact with multiple vendors, State staff and a large number of contractual staff.  This position requires working at various locations statewide, driving a State vehicle or the ability to use own personal vehicle for traveling to meeting sites.

POSITION DUTIES

  • Directs, maintains and regularly updates all enterprise-wide project management standards, policies and protocols and best practices.
  • Directs and coordinates all aspects of monitoring and compliance of project management activities associated with IT initiatives necessary to effectively control and ensure the successful development and deployment of these projects.
  • Oversees the QA/QC staff in providing technical assistance and support throughout the project life cycle to ensure that the project is technically sound from a project management perspective.
  • Directs continuous improvement in the development, implementation, maintenance and support of project management processes, standards, tools, templates, and methodologies.
  • Oversees and promotes the consistent application of EPMO policies, procedures, and tools necessary to effectively control and ensure the successful development and deployment of IT projects.
  • Plans, organizes, and directs the development, enhancement and maintenance of the Clarity application to more effectively and efficiently manage, monitor and report on the status and health of IT projects.
  • Attends senior management level meetings to discuss project updates as well as strategies in mitigating risks for effecting successful project completion and management of the operations, maintenance, and enhancements of DHR sponsored systems.
  • Directs the development of all IT business processes and standards, and practices necessary to effectively control and ensure the management of the day-to-day successful operations, maintenance, and enhancements to mainframe and web-based application systems within OTHS.
  • Directs the oversight and management of contract compliance activities involving multi-million dollar contracts to ensure adherence to terms and conditions, as well as the preparation of budget estimates to request project resource needs (i.e. State/contract staffing, hardware/software, etc.) to support IT initiatives.
  • Oversees the development and maintenance of OTHS policies, business processes, standards, and practices necessary to effectively monitor, control, and ensure proper management of IT contracts for compliance.
  • Assists the Chief-of-Staff and CIO in managing the OTHS IT project portfolio(s) including the preparation of all IT portfolio documentation on any project or initiative.
  • Represents OTHS at conferences, meetings, seminars or presentations.
  • Provides leadership, direction, training, mentoring and coaching to staff.
  • Keeps abreast of the latest technology.

MINIMUM QUALIFICATIONS

Education:  A bachelor’s degree from an accredited college or university.

Experience:  Seven (7) years of experience in IT project or program management.  Two (2) years of this experience must have involved hands-on software development, coding and/or system testing.  Four (4) years of this experience must have involved the supervision and direct management of other employees.   

Notes: 

(1). Additional experience in IT and software development/testing work may be substituted on a year-for-year basis for the required education.

(2). Additional graduate-level education at an accredited college or university may be substituted for the required general experience at the rate of thirty semester credit hours for one year of the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Hands-on experience across all stages of the software development life cycle.
  • Experience leading a Project Management Office (PMO) at an enterprise level.
  • Leading and managing IT projects/program in a multi-vendor environment.
  • Understanding of Portfolio Management, Risk Management, and Change Management.
  • IT Infrastructure Library (ITIL) v3 certification.
  • Strong time management, priority setting, and problem-solving skills.
  • Excellent oral and written communication skills.
  • Strong customer service and organizational skills.
  • Ability to prioritize and multi-task effectively.

SPECIAL REQUIREMENTS

Candidates should have an active Project Management Professional (PMP)® certification from the Project Management Institute (PMI) or an equivalent project management certification or degree.
