Main Purpose of Job

Primary Areas of Responsibility: a. Licensure by endorsement of registered nurses (RNs), licensed practical nurses (LPNs) b. Approval of nurse refresher programs (RN&LPN) c. Compliance with National Licensure Compact d. Certification of Nursing Assistants, Medication Technicians e. Supervision of CNA department

This position will administer and coordinate licensure and certification activities to assure the processes are effective, efficient, and in compliance with Maryland Practice Act, COMAR, and federal regulations to protect the public. This position directs and guides applicants, employers, training programs, interested shareholders and all external customers regarding licensure/certification issues. This employee will develop and implement policies/procedures and provide input to Director of Regulation on statutory/regulatory changes. This employee will also review training program curriculum and recommend approval of nursing assistant and other technical programs regulated by the Board to assure compliance.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five (5) years of experiences as a Registered Nurse, including two (2) years of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:

1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two (2)years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.

2. A PhD in Nursing from an accredited college or university may be substituted for two (2) years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate would possess a Doctorate degree. The preferred candidate would also possess excellent organizational and leadership skills, as well as have a knowledge of the licensure/education requirements for Registered Nurses(RN), Licensed Practicing Nurses(LPN), Certified Nursing Assistants(CNA), and Medication Technicians(MT).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
