This is a position specific recruitment for a Casualty Claims Adjuster II.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Maryland Tort Claims Act requires that all claims against the State be filed with the State Treasurer's Office, creating the need for the Insurance Division.  The Insurance Division is responsible for administering the State's Insurance Program, which is comprised of both commercial and self-insurance.  The Claims Unit is responsible for handling claims filed against the State, its agencies, and its employees, which results in the receipt and investigation of thousands of claims each year.

A Casualty Claims Adjuster II is the full performance level of work, handling a wide variety of first and third party claims which are moderately to highly complex in nature, including claims involving bodily injury or death, property damage, or deemed sensitive.  This position is primarily responsible for claims investigation, evaluation, setting of realistic reserves, evaluation of all correspondence regarding claims, and communication with various parties for the purpose of conveying information regarding matters related to the State Insurance Trust Fund and claims filed under the Maryland Tort Claims Act.

**Please note that the Insurance Division does NOT handle Worker's Compensation claims.

POSITION DUTIES

Tasks include but are not limited to: handling all aspects of the claim investigation, evaluation, and resolution including interviewing State employees, claimants, witnesses, and other parties; performing on-site inspections; setting accurate, realistic reserves; evaluating invoices, medical bills, and other expenses for payment; reviewing medical reports, public reports, and other documents submitted by State agencies, claimants, attorneys, and vendors; maintaining a diary in order to effectively monitor the claims’ status; communicating with various parties including claimants, attorneys, vendors, internal customers, and the general public for the purpose of conveying information regarding matters related to the State Insurance Trust Fund and claims filed in accordance with the Maryland Tort Claims Act; negotiating settlements with claimants or attorneys; and reporting claimant information for the purposes of fraud detection and for compliance with Medicare reporting provisions.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience in settling multi-line claims.

Note: 

1. Education at an accredited college or university may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in claims assistance and examining classification or claims assistance and examining specialty codes in the legal and kindred field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered.  Include clear and specific information on your application regarding the qualification(s).

One year of the required experience must be specifically investigating and adjusting multi-line claims, with an emphasis on general liability, automobile liability and bodily injury under Maryland State motor vehicle regulations and Maryland Annotated code, to a final resolution.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

  • One year of experience in subrogation
  • AIC, SCLA or other insurance industry designation or related course work

LIMITATIONS ON SELECTION

Candidates must be willing to work in the Annapolis area.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates will be subject to a background investigation to include criminal and credit history.
