Main Purpose of Job

The main purpose of this position is to provide analytical skills in the physician Licensure Unit to ensure that initial applications for licensure and renewal applications are processed in a timely manner while assuring all applicants/licensees have met minimum qualifications according to the statute and regulations of Maryland. This is a full performance level of work conducting research into the educational, employment and personal history of applicants for medical licensure. This includes an evaluation of the applicant's character and fitness for licensure. The incumbent will be responsible for determining the eligibility of any Initial Medical Licensure applications that are submitted to the Board of Physicians where the applicant has answered 'YES' to any of the 'Character and Fitness' questions. This position also will prepare and present investigative findings and materials to the Board's Disciplinary Panel and the full Board meeting. The duties will also include the responsibility of managing/analyzing/processing these applications from the initial licensure stage through final disposition by the Board.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate should have:

- Experience working with committees or boards
- Experience taking minutes or comprehensive notes
- Experience interpreting State statute and regulations
- Experience analyzing applications and determining eligibility

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
