LOCATION OF POSITION

Crownsville, MD (Anne Arundel County)

Main Purpose of Job

The Department of Natural Resources, Maryland Environmental Trust, in Crownsville, Maryland is currently accepting applications for an Administrative Officer ll (Office Manager) position. The selected candidate also serves as the unit's fiscal officer and is responsible for the full spectrum of financial and budget duties including: expenditure monitoring, compiling fiscal reports and statistical data, preparing budget projections, managing funds and bank account transactions. The incumbent should have the ability to maintain agency audit compliance and standard operating procedures in accordance with state financial transactions to ensure compliance with all applicable regulations. Duties include tracking spending, preparing the annual budget, approving expenditures, and providing fiscal reports and handling year end close out. The position requires knowledge and experience in Excel, along with an understanding of General Accounting Division (GAD) guidelines and timetables. The selected candidate has the responsibility of administering daily operations of the office and providing administrative support to the Director and MET Board of Trustees. The incumbent will also serve as grants manager thereby administering grants, overseeing and coordinating projects related to Keep Maryland Beautiful and Coastal Zone Management, and the grant reimbursement process.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two (2) years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience in budget management is preferred.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
