LOCATION OF POSITION

Crownsville, Maryland

Plans exist to move DHCD headquarters to Lanham, Prince George’s County in April 2015.

POSITION DUTIES

DHCD is seeking qualified candidates for the position of Supervisor of CDA Operations with the Community Development Administration (CDA).  The Supervisor of CDA Operations manages the day to day operations of the Office of the Director. This position has dual responsibilities as a HR liaison and a finance liaison for the largest division in the Department. As HR liaison, the individual is responsible for coordinating all personnel matters for CDA, which has over 150 employees.  This includes coordinating hiring freeze exceptions, the recruitment hiring of new employees, conversion of employees from contractual to permanent, and reclassification of positions.  The Financial liaison function manages budgetary activities for CDA. This includes the review, approval, and account coding of invoices and corporate purchasing card purchases for the division. This position also supervises the Office of the Director’s Administrative staff.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Selective qualifications are REQUIRED if you are not using the educational substitution to meet minimum qualifications.

REQUIRED EXPERIENCE:

1 year of experience working with human resources laws, regulations and policies.

OR

1 year of experience working with budgets, fiscal management and procurement policies and procedures.

DESIRED OR PREFERRED QUALIFICATIONS

The applicant must be a self-starter, able to work in a team environment, and have excellent communication skills, both oral and written.  The successful candidate will possess good time management skills, ability to supervise employees, and human resources related experience and be fluent in MS Word, Excel, and Outlook applications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
